Hello, thank you for the additional information. I've now been able to reproduce the problem. Apparently Unity has a global shortcut F9 to record play modes. This seems to interrupt the F9 debug menu if recording is left on (F9 only toggles recording on and off when not playtesting).
Two solutions:
Make sure F9 is turned off before playtesting. When you press F9 in the editor, it will say in the bottom right corner that recording has started or finished. Recording must end for the debug menu to work during playtesting.
You can also delete shortcuts from the Unity editor. I don't know what this F9 recorder is specifically for, but please do the following at your own risk:

その後幾つか試してみましたが
どうやらイベントを編集で修正した後にテストプレイを行うとF9キーが機能しなくなるようです。
テストプレイ後はイベントなどの修正を行うことが多いので
テストプレイ終了後と思っていました。
